Who We Are

CHAD’s sole purpose is to offer affordable housing at below market rents on its inventory of 500 properties to hardworking low and moderate income individuals and families who are otherwise cost prohibited from renting in Chicago’s affluent western suburbs. 
 
For all affordable housing options offered by CHAD, eligibility is primarily based on household income. CHAD uses the Area Median Income (AMI) standard , as established annually by the US Department of Housing & Urban Development (HUD) to set eligibility requirements for its rental housing options.
 
CHAD currently offers three types of leasing options for low to moderate income households: 
 
1. Low Cost Rental Housing Lease: This lease type is designed for individuals and families who receive NO public assistance and have limited incomes ranging between 40% and 120% of the Area Median Income (AMI). However, in instances where a particular property has been acquired and/or rehabbed with federal, county or municipal grant funding, then the property may be further restricted to low income households earning 80% or less of the Area Median Income. Income guidelines for grant restricted properties are based on federal HUD Guidelines. Approximately 75% of CHAD’s housing inventory is income restricted.
 
2. Subsidized Housing Lease (Housing Choice Voucher): The Housing Choice Voucher (HCV) program (formerly known as Section 8) is a federally funded program for assisting very low income families, the elderly, and disabled persons with their housing needs . Program participants are required to pay 30% (but can pay up to 40% ) of their adjusted gross income towards rent and the federally funded voucher pays the remaining portion of the rent directly to the landlord. CHAD accepts the Housing Choice Voucher at all of its properties. Applicants holding housing choice vouchers must still qualify and be approved for rental housing with CHAD based on its Admissions Criteria.
 
3. Community Agency Partnership Lease: CHAD has developed strong working relationships with several nonprofit agencies to help residents gain supportive, permanent, affordable housing.  Basically, these partner agencies identify individuals and families for whom they feel are eligible for permanent affordable housing and “sponsor” them by providing a housing subsidy that is paid directly to CHAD.  These organizations may also provide case management, independent living skills training, access to employment support, budgeting, money management, financial literacy training, parent training, behavioral health services, specialized counseling.

  • Established in 1983, Community Housing Advocacy and Development (CHAD) is a 501(c) 3 corporation that is the largest nonprofit supplier of quality, affordable, long-term rental housing on a scattered-site model in 30 communities located  in DuPage, Kane, Will and Cook counties in northeastern Illinois.
  • CHAD owns, leases and manages 500 properties that represent a range of affordable housing opportunities including single family homes, duplexes, apartments and townhomes.
  • CHAD provides professional property management services to over 1,100 residents.
  • CHAD offers below market rents to income qualified applicants. Residents pay 25-50% below the fair market rent, saving them more than $1,000,000 annually. 
  • CHAD relies on grants, public and private donations and corporate sponsorships to bridge the operating gap between revenue generated from offering below market rents and fair market costs to maintain housing inventory in accordance with CHAD-certified standards.

Who We Serve

Our services are directed primarily to hard working individuals and families who struggle to help themselves.

  • The majority of CHAD residents do not receive any public assistance such as welfare.
  • The household income of these particular residents ranges between $26,000 and $47,000 per year. Prior to renting from CHAD, these residents have historically paid a greater portion of their income on housing and basic necessities than what they could reasonably afford.
  • CHAD residents are primarily employed in the service industry and hold jobs such as nursing assistants, bank tellers, entry level office positions, teachers,  bus drivers, retail salespersons, cashiers, food service/restaurant workers, manufacturing workers, call center staff,  EMTs and nursing home employees.

Demographics

  • CHAD Household Residents: 55% are single mothers; 20% are single adults, 21% are couples with children, 2% are couple without children and the remaining 2% are single fathers.
